With this regulation, classification criteria of substances and mixtures and labeling and packaging rules for dangerous substances and mixtures are harmonized. It is also intended to establish a classification and labeling inventory of substances.

However, non-isolated intermediates, wastes, drugs, cosmetics, food and feed materials and substances and mixtures that are radioactive or subject to special control or used for scientific research and not marketed are outside the scope of this legal regulation. This regulation does not apply to the transport of dangerous goods by air, sea, road, rail or inland waterways, except for outer packaging, inner packaging and single packaging labeling.

The said legal regulation consists of the following parts:

  • In the first part, general obligations for manufacturers and importers and downstream users to classify, label and package substances or mixtures are explained. A hazardous substance/mixture should be classified according to its physical, health and environmental hazard characteristics.
  • In the second part, hazard classification is made, identification, examination and evaluation of information and principles for classification are explained.
  • The third section describes the hazard communication in the form of labeling (the content of the label, hazard pictograms, signal words and location of the label).
  • The fourth section demands that the packaging be strong and robust enough to withstand general use. The packaging should not react adversely to the product it contains. It should also prevent leakage and not look misleading.
  • The fifth chapter deals with the classification and labeling of substances and the harmonization of the classification and labeling inventory.
  • The sixth section is about competent authorities and implementation.
  • In the seventh chapter, there are common and final provisions.
