Security Assessment (PIF) Tests

We offer a safety assessment for your cosmetic products in accordance with Regulation 1223/2009, Annex I, Part A and Part B. Safety is a key issue in the regulation of cosmetics in the EU. Part A of the Cosmetic Product Safety Report aims to collect the necessary information to prove that a cosmetic product is safe. Part B refers to the cosmetic product safety assessment.

What documents are required?

As specified in Annex I of Regulation (EC) No 1223/2009, the following documents are required to perform a safety assessment and compile the Product Information File (PIF) for your cosmetic products:

  • The manufacturer's and distributor's address.
  • Good manufacturing practices (GMP) certification from the manufacturer.
  • Formulas and International Cosmetic Ingredients Nomenclature (INCI) names for all ingredients. Details should include preservatives, filters, perfumes or ingredients under limitation of use.
  • Properties of raw materials.
  • Properties of packaging materials.
  • Material Safety Data Sheet (MSDS) of raw materials. Especially for perfumes, part 2 of the MSDS Allergen Certificate should contain all allergens.
  • Production method (descriptive, not exhaustive).
  • Properties of the final product.
  • Claim proof studies.
  • Product tags.

The following 3 required documents can be obtained from our laboratory:

  • Stability data of final product.
  • Protection effectiveness test / challenge test.
  • Dermatological test / patch test.

If the products differ 100% from each other, each product is considered the master formula. The same formulations with minor changes such as color or perfume will create variants.
