(EC) Directive 1272/2008 on Classification, Labeling and Packaging of Substances and Mixtures

Directive 1272/2008 of the European Parliament and of the Council on the classification, labeling and packaging of substances and mixtures aligns existing European Union legislation with the United Nations' global harmonized system of classification and labeling of chemicals. This new system has been adopted in all European Union countries since 2008.

The aim of this directive is to ensure a high level of protection of human health and the environment. For this purpose,

  • Rules regarding the classification of substances and mixtures and the labeling and packaging of dangerous substances and mixtures have been established.
  • Obligations have been introduced for the following:
    • Manufacturers, importers and downstream users to classify substances and mixtures placed on the market
    • Suppliers that label and package substances and mixtures placed on the market
    • Manufacturers, article producers and importers to classify these substances that are subject to registration or notification within the scope of the regulation no 1907/2006 and not placed on the market.
  • Manufacturers and importers of substances are obliged to inform the agency of such classifications and label elements, unless they have been submitted to the agency as part of a registration under regulation 1907/2006.

The said legal regulation requires companies to classify, label and package the substances and mixtures they produce in accordance with the determined criteria before offering them to consumers. In this way, chemicals and compounds are labeled to reflect their possible harmful effects and efforts are made to protect employees, consumers and the environment.

Both the said directive and the registration, evaluation, authorization and restriction of chemicals (REACH) directive contain similar principles on chemical hazard communication. Principles on classification and labeling are regulated by the directive (EC) 1272/2008 and the principles for safety data sheets are regulated by the REACH directive. In this regard, if a substance or compound was registered under REACH before 2010, also (EC) is not required to be notified within the scope of directive 1272/2008.
