EN IEC 62052 Electrical Metering Equipment - General Requirements, Tests and Test Conditions

The “EN IEC 62052 Electrical measuring equipment - General requirements, tests and test conditions” standard, which is based on a European standard and subsequently published by the International Electrotechnical Commission (IEC) , consists of a number of sub-sections published under the same title. Specifically,

EN IEC 62052 Electrical Metering Equipment - General Requirements, Tests and Test Conditions

  • The standard "EN IEC 62052-11 Part 11: Measuring Equipment" describes the requirements and associated tests, along with the appropriate conditions for type testing of alternating current and direct current electricity meters. This standard details the functional, mechanical, electrical, and marking requirements, test methods, and test conditions, including immunity to external influences, including electromagnetic and climatic environments.

This standard applies to electrical measuring equipment designed for:

    • Electrical measuring equipment designed to measure and control electrical energy in electrical networks with voltages up to 1000 Volts alternating current or 1500 Volts direct current.
    • Electricity metering equipment (static meters only) in which all functional elements, including plug-in modules, excluding display screens, are housed in a single meter case or form a single meter box
    • Electrical measuring equipment designed to be plugged into a specified matching socket or rack
    • Electrical measuring equipment designed to optionally provide additional functions beyond electrical energy measurement

This standard also applies to auxiliary input and output circuits, operating indicators, and test outputs of equipment for measuring electrical energy. It also covers common aspects of accuracy testing, such as reference conditions, repeatability, and measurement uncertainty.

This standard does not apply to:

    • Meters with line-to-neutral voltages derived from nominal voltages exceeding 1000 Volts alternating current or 1500 Volts direct current
    • Meters designed for connection with low-power instrument transformers and tested without such transformers
    • Measurement systems consisting of multiple devices physically distant from each other
    • Portable counters
    • Meters used in railway vehicles, vehicles, ships and aircraft
    • Laboratory and meter testing equipment
    • Reference standard counters
    • Data interfaces of the meter to the recorder
    • Matching sockets or racks used for installation of electrical metering equipment
    • Any additional functions provided in electric energy meters

This standard does not cover measures for the detection and prevention of fraudulent attempts (tamper) to compromise the performance of a meter.

  • The standard "EN IEC 62052-21 Part 21: Tariff and load control equipment" describes the general requirements for type testing of newly manufactured indoor tariff and load control equipment, such as electronic surge control receivers and time switches used to control electrical loads, multi-tariff registers, and maximum demand indicating devices. This standard provides no requirements for the structural details within the tariff and load control equipment. Where tariff and load control functionality is integrated into multi-function electricity metering equipment, the relevant parts of this standard apply.

This standard does not cover acceptance tests and conformance tests. However, an example of an acceptance test is included in the standard's annex (Annex F). Reliability is addressed by the IEC 62059 series of standards.

  • The standard “EN IEC 62052-31 Part 31: Product safety requirements and tests” describes the general safety requirements and related tests along with the appropriate conditions for type testing of directly connected, transformer-operated or converter-operated alternating current and direct current electricity meters and load control equipment.

    • Electrical metering equipment designed to operate with integrated displays (electromechanical or static meters)
    • Electrical metering equipment designed to operate with or without separate display screens (static meters only)
    • Electrical metering equipment designed to be wall-mounted or plugged into specified matching sockets or racks
    • Electrical measuring equipment designed to optionally provide additional functions beyond electrical energy measurement

The safety requirements of this standard are based on the following assumptions:

    • The measuring equipment is installed correctly.
    • Metering equipment is typically used by laypeople, including meter readers and electricity consumers. In most cases, it is installed in a freely accessible location. Terminal covers cannot be removed, and the enclosure cannot be opened without removing the seals (if present) and using a tool.
    • All terminal covers, covers and barriers are in place to guard against access to hazardous live parts during normal use.
    • For installation, configuration, maintenance, and repair, it may be necessary to remove terminal covers, part of the enclosure, or barriers to gain access to hazardous live parts. Such activities are performed by suitably skilled persons who are appropriately trained to be aware of the operating procedures necessary to ensure safety. Therefore, safety requirements covering these conditions are outside the scope of this standard.
  • The standard “EN IEC 62052-41 Part 41: Energy recording methods and requirements for multi-energy and multi-rate meters” is only valid for newly produced multi-energy or multi-rate static meters and applies only to type tests.
  • This standard applies to electrical measuring equipment designed for:

      • Electrical measuring equipment designed to measure and control electrical energy in electrical networks with voltages up to 1000 Volts alternating current or 1500 Volts direct current.
      • Electrical metering equipment in which all functional elements, including plug-in modules, excluding display screens, are housed in a single meter case or form a single meter box
      • Electrical measuring equipment designed to work with integrated displays
      • Electrical measuring equipment designed to operate with or without separate display screens
      • Electrical measuring equipment designed to be plugged into a specified matching socket or rack
      • Electrical measuring equipment designed to optionally provide additional functions beyond electrical energy measurement

This standard does not cover measures for the detection and prevention of fraudulent attempts (tamper) to compromise the performance of a meter.

In short, the EN IEC 62052 series of standards provides common requirements and test methods for different types of electricity meters, ensuring they are reliable, accurate, and safe to use. These standards cover mechanical and climatic durability, electrical safety, accuracy over time and under different conditions, electromagnetic compatibility (EMC), and start-up, operation, and impact values.

This set of standards is generally handled by meter manufacturers, utilities and energy companies, testing and certification bodies, and regulatory bodies.

Our organization, which has been supporting businesses across all sectors for years with a wide range of testing, measurement, analysis, and evaluation activities, has a strong team of employees who closely follow global developments in science and technology and are constantly improving themselves.
