EN IEC 62053 Electrical Metering Equipment - Particular Requirements

The standard "EN IEC 62053 Electrical measuring equipment - Specific requirements", which is based on a European standard and subsequently published by the International Electrotechnical Commission (IEC), consists of a number of sub-parts published under the same title. Namely,

EN IEC 62053 Electrical Metering Equipment - Particular Requirements

  • The standard "EN IEC 62053-11 Part 11: Electromechanical meters for active energy (classes 0,5, 1 and 2)" applies only to newly manufactured electromechanical watt-hour meters of accuracy classes 0,5, 1 and 2 for the measurement of alternating current electrical active energy in 50 Hz or 60 Hz networks and only for type testing. This standard applies only to electromechanical watt-hour meters for indoor and outdoor applications consisting of a measuring element and registers housed in a meter housing. It also applies to operating indicators and test outputs. This standard is of great importance for the smart grid.
  • The standard "EN IEC 62053-21 Part 21: Static meters for AC active energy (classes 0,5, 1 and 2)" applies only to static watt-hour meters of accuracy classes 0,5, 1 and 2 for the measurement of alternating current electrical active energy in 50 Hz or 60 Hz networks and applies only to type tests. This standard applies to electrical measuring equipment designed for:
    • Electrical measuring equipment designed to measure and control electrical energy in electrical networks with voltages up to 1000 Volts alternating current.
    • Electrical metering equipment in which all functional elements, including plug-in modules, are housed in a single meter case, excluding display screens, or form a single meter box
    • Electrical measuring equipment designed to operate with or without integrated or separate display screens
    • Electrical measuring equipment designed to be plugged into a specified matching socket or rack
    • Electrical measuring equipment designed to optionally provide additional functions beyond electrical energy measurement

This standard does not apply to:

    • Meters with line-to-neutral voltages derived from nominal voltages exceeding 1000 Volts alternating current
    • Meters designed for connection with low-power instrument transformers and tested without such transformers
    • Measurement systems consisting of multiple devices physically distant from each other
    • Portable counters
    • Meters used in railway vehicles, vehicles, ships and aircraft
    • Laboratory and meter testing equipment
    • Reference standard counters
    • Data interfaces of the meter to the recorder
    • Matching sockets or racks used for installation of electrical metering equipment
    • Any additional functions provided in electric energy meters
  • The standard "EN IEC 62053-22 Part 22: Static meters for AC active energy (classes 0,1S, 0,2S and 0,5S)" applies only to transformer-driven static watt-hour meters of accuracy classes 0,1S, 0,2S and 0,5S for the measurement of alternating current electrical active energy in 50 Hz or 60 Hz networks and applies only to type tests. This standard applies to electricity measuring equipment designed for:
      • Electrical measuring equipment designed to measure and control electrical energy in electrical networks with voltages up to 1000 Volts alternating current.
      • Electrical metering equipment in which all functional elements, including plug-in modules, are housed in a single meter case, excluding display screens, or form a single meter box
      • Electrical measuring equipment designed to operate with or without integrated or separate display screens
      • Electrical measuring equipment designed to be plugged into a specified matching socket or rack
      • Electrical measuring equipment designed to optionally provide additional functions beyond electrical energy measurement
  • The standard "EN IEC 62053-23 Part 23: Static meters for reactive energy (classes 2 and 3)" applies only to static var-hour meters of accuracy class 2 and 3 for the measurement of alternating current electrical reactive energy in 50 Hz or 60 Hz networks and only to their type testing. For practical reasons, this standard is based on the conventional definition of reactive energy for sinusoidal currents and voltages that include only the fundamental frequency.
  • The standard "EN IEC 62053-24 Part 24: Static meters for fundamental frequency reactive energy (classes 0,5 S, 1 S and 1)" applies only to newly produced transformer-operated static var-hour meters of accuracy classes 0,5 S and 1 S, as well as directly connected static var-hour meters of accuracy class 1, for the measurement of alternating current electrical reactive energy in 50 Hz or 60 Hz networks, and applies only to their type testing. It uses a conventional definition of reactive energy, in which reactive power and energy are calculated solely from the fundamental frequency components of currents and voltages. This differs from EN IEC 62053-23, in which reactive power and energy are defined only for sinusoidal signals.
  • This standard defines reactive power and energy for all periodic signals. Reactive power and energy are defined this way to ensure adequate repeatability of measurements with various designs of measuring instruments. With this definition, reactive power and energy reflect the generally slack current that can be compensated for with capacitors rather than the total slack current. For other general requirements, such as safety and reliability, IEC 62052 or IEC 62059 apply.

    • The standard "EN IEC 62053-41 Part 41: Static meters for DC energy (classes 0,5 and 1)" applies only to static watt-hour meters of accuracy classes 0,5 and 1 for the measurement of direct current electrical energy in direct current systems and is applicable only to type tests. This standard applies to electricity metering equipment designed to:
      • Measuring and controlling electrical energy in two-pole electrical networks with one pole connected to the ground and voltage up to 1500 Volts direct current
      • Containing all functional elements, including add-on modules, except display screens, in a single meter case or by creating a single meter case
      • Operation with or without integrated or separate instrument displays
      • To be plugged into the specified matching socket or rack
      • Optionally providing additional functions beyond electrical energy measurement

In short, EN IEC 62053 is a series of international standards that specify requirements for electricity metering equipment, specifically alternating current static and electromechanical meters for active energy, reactive energy, and apparent energy. The main focus of this standard is to define accuracy classes, testing, and performance requirements for different types of electricity meters used in residential, commercial, and industrial applications. Generally, the accuracy requirements cover meter performance under varying conditions, testing procedures, and marking and labeling requirements.
