ETSI ETS 300 253 Grounding and Bonding of Telecommunication Equipment in Telecommunication Centers
The standard "ETSI ETS 300 253 Earthing and bonding of telecommunications equipment in telecommunications centres", a European Telecommunications Standard (ETS) produced by the Equipment Engineering (EE) Technical Committee of the European Telecommunications Standards Institute (ETSI), applies to the bonding network of the building, the bonding network of the equipment and the connection between these two networks in telecommunications centres and similar facilities.

This standard contributes to the standardization of telecommunications equipment and coordinates with the prerequisites of installation conditions to achieve the following objectives:
- Safety against electrical hazards
- Reliable signal reference
- Satisfactory electromagnetic compatibility (EMC) performance
A defined bonding configuration down to the equipment level facilitates the installation, operation and maintenance of telecommunications centres in telecommunications buildings or similar facilities independent of the equipment supplier. The determination of the telecommunications equipment and the prerequisites for the installation are subject to agreement between the parties (e.g. supplier and purchaser). Annex A may be used in the procedure to reach agreement.
This standard does not apply to telecommunications equipment not intended to be installed inside telecommunications centres, for example, it does not apply to two small telecommunications equipment inside a subscriber building or to subscriber line terminal equipment. A separate standard is being developed on grounding and bonding of telecommunications equipment inside a subscriber building.
The general requirements in this standard are described as follows:
- Safety against electrical hazards: To ensure safety, it is necessary to design the equipment in accordance with EN 60950, EN 41003 and CENELEC HD 384.4.41 and to install protective conductors and equipotential bonding conductors in accordance with CENELEC HD 384.5.54. The conductors concerned must provide sufficiently high current carrying capacity and low impedance in accordance with the relevant safety standards to prevent electric shock, the risk of fire or damage to the equipment under normal or faulty operating conditions within an equipment or distribution network or due to the effects of induced voltage and current, for example due to lightning.
- Signal reference: Reliable signal reference shall be provided by a system reference potential plane dedicated to at least one functional unit or system block. To avoid excessive functional degradation or the risk of component failure, the system reference potential plane shall provide sufficiently low impedance up to the highest frequency to be considered, for example by using a metal plane or a porous configuration with adequate pore sizes, such as a bonding mat. The frequency band to be covered shall include the spectral components of transients generated by switching, short circuits and atmospheric discharges.
- EMC performance: To achieve satisfactory electromagnetic compatibility (EMC) performance, measures must be supported by a system reference potential plane. The system reference potential plane must provide sufficiently low impedance for efficient coupling of filters, cabinets and cable shields. The need to avoid excessive emission of electromagnetic energy or sensitivity to electromagnetic energy under normal operating conditions may govern the characteristics of the system reference potential plane earlier than those required by this standard. The EMC requirements addressed include the discharge of electrostatic energy.
This standard also includes other requirements under the following headings:
- Requirements for connecting networks
- Connection configurations
- Common bonding network within a telecommunications building
- A connecting network within a telecommunications system
- Combining common mooring network and braided mooring networks
- Cabling within and between connecting networks
- Requirements for power distribution
- DC power distribution of secondary supply
- DC power distribution of tertiary feeds
- AC network distribution and connection of protective conductor
- AC power distribution from tertiary power source
The main reasons why the ETSI ETS 300 253 standard is important are:
- Interoperability and compatibility: Ensures that broadcast equipment from different manufacturers works reliably with the national and international broadcast infrastructure. This prevents technical incompatibilities that could disrupt the service.
- Transmission quality and reliability: The standard specifies the minimum technical parameters (such as frequency stability, modulation characteristics, spurious emission limits) to maintain high-quality audio broadcasting without distortion, interference or signal loss.
- Spectrum efficiency and interference control: Helps prevent transmitters from interfering with adjacent channels or other radio services by defining limits on things like spurious emissions and out-of-band emissions. This is crucial in the crowded very high frequency (VHF) band.
- Regulatory compliance: National regulators often base licensing and operational permits on compliance with such standards. Broadcasters must demonstrate that they meet ETSI standards in order to operate legally.
- Harmonization across Europe: The European Telecommunications Standards Institute (ETSI) creates standards to harmonize technology across Europe. The ETSI ETS 300 253 standard ensures consistency in VHF/FM broadcasting, enabling cross-border reception and cooperation between countries.
In short, this standard ensures quality, efficiency, interference immunity and regulatory uniformity in FM broadcasting across Europe and beyond.
