The standard "ETSI ETS 300 753 Acoustic noise emitted by telecommunications equipment", a European Telecommunications Standard (ETS) produced by the Equipment Engineering (EE) Technical Committee of the European Telecommunications Standards Institute (ETSI), describes the acoustic noise emission limits for equipment used in telecommunications locations as specified in the ETSI ETS 300 019-1 series of standards. This standard covers switching, transmission, power, control, tariff and billing equipment. This standard also specifies methods for measuring, reporting and verifying the noise emission of telecommunications equipment.

Details of the methods are contained in the standards “ISO 7779 Acoustics - Measurement of airborne noise emitted by information technology and telecommunications equipment” and “ISO 9296 Acoustics - Declared noise emission values of information technology and telecommunications equipment”.
The descriptor used to measure acoustic noise emissions is the “A” weighted sound power level declared in bels. The limits here apply only to airborne acoustic noise produced by the equipment during normal operation. That is, the limits do not apply when operating under emergency conditions or when the equipment is in service. Furthermore, the limits do not apply to features of equipment that produce sound as an intentional aspect of their operation, such as alarm signals, attention signals and speech signals. Furthermore, this standard does not specify maximum sound pressure level limits in specific environments.
This standard has the following annexes:
As a measurement methodology, the measurement methods specified in the ISO 7779 standard are used to determine the sound power of products. Annex A contains additional methods and measurements related to outdoor outdoor equipment.
In terms of equipment installation and operation, the installation and operating conditions specified in the ISO 7779 standard are used to determine the sound power of products. In case of differences between this standard and the ISO 7779 standard, the requirements herein shall be followed. The equipment shall be configured and operated according to its normal intended use. Within this restriction and other specified restrictions, the equipment shall be configured and operated to provide worst-case acoustic noise emission.
Equipment setup depends on the sound power measurement technique used (echo chamber or free field on a reflective plane) and the typical installation requirements of the equipment being measured.
For telecommunications equipment whose operating noise varies with functional load, the equipment electrical input and load conditions should be selected to obtain full functional utilization of the equipment under test. Distribution should be maximized by the selection of supply power and load conditions. Only continuous, steady-state noise sources should be measured. Therefore, the equipment should be operated in such a way that intermittent sources are not active. Such sources include, but are not limited to, alarms, attention signals, printing mechanisms, disk drive seek mechanisms.
For telecommunications equipment whose operating noise varies with temperature (for example, equipment using variable speed air movers), the sound power is measured while the equipment is operating under the following two conditions:
This requirement can be met by either of two methods. In the first method, the ambient temperature in the test environment shall be the high temperature limit. In the second method, the ambient temperature in the test environment shall be 23 degrees plus/minus 2 degrees, but the rotation speed of the air moving devices in the equipment under test shall be set at the speed at which the devices would operate when the equipment is operating at an ambient temperature equal to the high temperature limit.
Maximum acoustic noise emission levels for telecommunications equipment are specified in the tables provided in the standard. The entries are arranged according to the environmental classes specified in the ETS 300 019-1 standard and the environmental descriptions included in this standard. In accordance with the ISO 9296 standard, these maximum product emission levels are declared as A-weighted sound power levels in bels. Manufacturers must provide declared A-weighted sound power levels for their products. Consequently, the data provided by manufacturers can be directly compared with the values in the relevant tables. In order to avoid possible conflicts with noise exposure regulations existing in some European countries, the noise emission of outdoor equipment is not covered here but is discussed in separate annexes (Annex A and Annex B).
