The standard “ETSI I-ETS 300 220 Short range devices - Technical characteristics and test methods for radio equipment in the frequency range 25 MHz to 1000 MHz, power levels up to 500 mW”, an Interim European Telecommunications Standard (IETS) produced by the Equipment Engineering (EE) Technical Committee of the European Telecommunications Standards Institute (ETSI), describes the minimum characteristics considered necessary for the best use of the available frequencies.

This provisional standard does not include all the features that may be required by a user, nor does it represent the optimum performance that can be achieved. This provisional standard applies to short range devices of the following types:
This interim standard covers fixed stations, mobile stations and portable stations. It also applies to low-power devices. In this interim standard, basic requirements are given for different frequency bands, channel separation and similar, where appropriate.
Each piece of equipment submitted for type testing shall meet the requirements of this standard at all frequencies at which it is intended to operate. The applicant shall complete the appropriate application form when submitting equipment for type testing. In order to simplify and harmonize type test procedures between different testing laboratories, measurements shall be made on examples of equipment described in this standard in accordance with this provisional standard. Measurements shall be made, wherever possible, using a direct connection to the equipment under test (antenna socket or temporary 50 ohm connector) as specified in this provisional standard, in order to minimize measurement uncertainties. This standard is designed to give confidence that the requirements of this standard are met without necessarily requiring measurements at all frequencies.
The applicant shall provide one or more production models of the equipment as appropriate for type testing. If type approval is granted on the basis of tests on the preliminary model, the relevant production models shall be identical in all electrical and functional respects to the preliminary model tested. In the case of portable equipment without an external antenna connector, the relevant clauses shall be consulted.
The applicant must specify the alignment ranges of the receiver and transmitter when submitting equipment for testing. The alignment range is defined as the frequency range over which the receiver or transmitter can be programmed or realigned without any physical changes to components other than programmable read-only memories or crystals (for the receiver or transmitter). The applicant must also specify the switching range of the receiver and transmitter (which may differ). The switching range is the maximum frequency range over which the receiver or transmitter can be operated without reprogramming or realignment.
The alignment range for the receiver and transmitter can be different and fall into one of two categories:
Test frequencies are chosen by the applicant in accordance with this standard and its annex (Annex D).
Single-frequency equipment tests in category AR1 are performed on a sample of the equipment at a frequency within 100 kHz of the centre frequency of the alignment range.
In single-frequency equipment tests in category AR2, three samples are tested. The tests are performed at a total of three frequencies:
All tests are performed at all three frequencies.
When testing two frequency equipment in category AR1, a sample is provided so that tests can be performed at both frequencies. The upper frequency should be within 100 kHz of the highest frequency of the switching range. The lower frequency should be within 100 kHz of the lowest frequency of the switching range. In addition, the average of the two frequencies should be within 100 kHz of the center frequency of the alignment range. Full tests are performed at the upper frequency and limited tests are performed at the lower frequency.
When testing two frequency equipment in the AR2 category, three samples of the equipment are tested. Tests are performed at a total of four frequencies:
