EN 13200 Audience Facilities

The “EN 13200 Audience facilities” standard, which is a European standard, consists of the following subsections published under the same title:

EN 13200 Audience Facilities

  • The standard "EN 13200-1 Part 1: General requirements for spectator viewing areas" specifies the design and management requirements for spectator facilities in permanent or temporary entertainment venues, including sports stadiums, sports halls, and indoor and outdoor facilities, to ensure their functionality. This standard does not apply to other permanent venues, such as theatres, cinemas, opera houses, auditoriums, lecture halls, and similar places where people gather. This standard does not include provisions for media facilities. Materials and technical installations must be constructed in accordance with the laws in force in each country and take into account applicable European standards.
  • EN 13200-2 Part 2: Specifications describes the layout criteria for service areas in permanent and temporary spectator facilities, including sports stadiums, sports halls, and indoor and outdoor facilities. This standard does not apply to other permanent venues, such as theatres, cinemas, opera houses, auditoriums, lecture halls, and similar facilities.

Environmental aspects should be taken into account in the design and management of the service area. The following are recommended:

    • Use of alternative energy solutions such as solar, photovoltaic, wind energy
    • Use of recyclable materials
    • Incorporating rainwater harvesting
  • The standard "EN 13200-3 Part 3: Separating Elements - Requirements" describes the design requirements for the layout and product characteristics of separating elements within spectator accommodations in permanent or temporary entertainment venues such as sports stadiums, sports halls, indoor and outdoor facilities, to ensure their functionality. Other permanent venues such as theatres, cinemas, opera houses, auditoriums, and similar venues are excluded from this document.
  • The elements and barriers included in this standard are:

      • Barrier in front of the fixed row of seats
      • Barrier adjacent to the last row of seats
      • Barrier behind the rear seat row
      • A barrier at the foot of a passage or staircase, aligned at right angles to the direction of travel
      • Side or lateral barrier aligned parallel to the direction of spectator movement
      • Gate barriers
      • Gate barriers in standing areas aligned at right angles to the direction of spectator movement
      • Crush barriers
      • Barriers for spectator galleries
      • External environmental barriers and barriers between sectors.
  • The standard "EN 13200-4 Part 4: Seating - Product Specifications" describes the mechanical, physical, and chemical product properties of fixed seating used in spectator viewing areas in sports facilities (indoor and outdoor). It also specifies criteria for securing the seating to the structure.
  • These properties and criteria are determined to provide adequate resistance to static and dynamic stresses and atmospheric agents. This standard specifies comfort, functionality, and safety requirements to prevent serious injury from normal use and abuse that could reasonably be expected to occur. This standard does not include any fire behavior or resistance requirements.

    • EN 13200-5 Part 5: Telescopic stands" describes product specifications for telescopic stands in permanent and temporary entertainment venues, including sports stadiums, sports halls, and indoor and outdoor facilities. Stands in fairgrounds and amusement parks are excluded from this standard.

Telescopic stands are constructed from a variety of materials, including steel, aluminum, plywood, timber, paints, and plastic components. Where materials, components, and design and construction methods are not specifically covered by European standards, the designer must ensure that the materials and methods used provide adequate levels of safety, durability, integrity, strength, serviceability, and performance. Alternatively, a test rig should be constructed to test the structure, component, material, or method in question. The test rig should be representative of the design and construction details and materials for which approval is sought.

    • EN 13200-6 Part 6: Demountable (Temporary) Stands" describes product specifications for demountable (temporary) stands in permanent or temporary entertainment venues, including sports stadiums, sports halls, and indoor and outdoor facilities. Stands at fairgrounds and amusement parks are excluded from this standard.

Demountable (temporary) stands incorporate elements from a variety of materials, including steel, aluminium, timber, plywood, paints, and plastic components. The test rig should be representative in terms of the design and construction details and materials for which approval is sought.

    • The standard “EN 13200-7 Part 7: Entrance and exit elements and routes” describes the safety and design features of access elements used alone or in combination in spectator facilities.

Spectator movement within a facility is generally characterized by their entrance, the nature of the event, and their exit at the end of the event. An extraordinary event may trigger a full or partial emergency evacuation. Spectator movements occur in the following areas, which are schematically illustrated in the figures provided within the standard: the viewing area, the service area, and the outdoor area. These areas are defined in EN 13200-1 Spectator facilities - Part 1: General requirements for the spectator viewing area.

    • The standard "EN 13200-8 Part 8: Security Management" describes the general aspects of security management in spectator facilities. This standard specifies the organization and planning of this management, and the criteria for maintaining this planning before, during, and after an event. The following are covered by this standard:
      • Security personnel
      • Security policy
      • Security procedures

This standard does not apply to the roles and responsibilities of those who are part of the security system (police and security companies).

The foundation of effective security management must be a security culture that permeates all levels of management, from the most senior to all staff, including commercial and marketing departments. Management must formulate a detailed security policy that includes protection for children, young people, and those with special needs.

    • The standard "EN 13200-10 Part 10: Calculation of safe capacity in emergency situations" describes the general requirements for security and emergency management infrastructure in spectator facilities. This standard specifies the method for calculating safe capacity for planning any event.

The most important requirement for the security of spectator facilities is determining the maximum number of spectators that can be accommodated. In spectator facilities, the security management team must determine the capacities for the entire facility and for each section of the viewing venue.

This standard provides guidance on how to determine safe capacity in any spectator facility. It emphasizes that this capacity depends not only on available viewing facilities and entrance and exit capacities, including emergency exit capacity, but also on the physical condition of the spectator facilities and the quality of security management. The safe capacity of a seated stand may be less than the number of seats within it.
