GOST R 58151 Disinfectants
The “GOST R 58151 Disinfectants” standard, one of a series of technical standards developed by the Eurasian Council for Standardization, Metrology and Certification (EASC) , consists of the following sub-sections published under the same title:

- The standard "GOST R 58151.1 Disinfectants - General Technical Requirements" applies to chemical disinfectants and antiseptics and contains general technical requirements that ensure the safety of life and health of the public, environmental protection, and the prevention of actions that mislead consumers by providing false information about products. This standard applies to all types of disinfectants.
This standard specifies general safety and performance requirements for disinfectants, as well as methods for testing their effectiveness and properties. It applies to chemical disinfectants and antiseptics used for the following products: medical, veterinary, industrial, household, and public health purposes.
This standard specifies requirements for: composition, physical and chemical properties, activity (bactericidal, virucidal, fungicidal, sporicidal, etc.), safety and stability for humans, animals and the environment, and shelf life.
The test methods described are standardized procedures to evaluate: microbiological activity, toxicity, corrosivity, material compatibility, and residual activity.
Manufacturers are required to provide clear instructions for use, safety data, shelf life and storage conditions, and active ingredients.
This standard is used for registration, certification, and market surveillance of disinfectant products in Russia and some CIS countries. This standard promotes public health and safety by ensuring the safety, effectiveness, and appropriate labeling of disinfectants used in various environments. Companies shipping or working with disinfectants to Russia must comply with GOST R 58151.1 for certification or regulatory approval.
The basic test methods described in this standard are:
- Microbiological efficacy testing: This test evaluates the effectiveness of a disinfectant against a variety of microorganisms, including bacteria, viruses, fungi, and spores. The tests include quantitative suspension tests, surface disinfection tests, and carrier tests. These tests determine the minimum effective concentration and contact time required for microbial inactivation.
- Toxicological assessment: This test evaluates the potential health risks associated with the use of disinfectants. The key parameters are acute toxicity, skin and mucous membrane irritation, and sensitization potential. These tests ensure that the product is safe for users and does not pose unnecessary health risks.
- Physicochemical property determination: This test measures the physical and chemical properties of the disinfectant. The key parameters are pH, density, refractive index, and stability. These tests verify the product's consistency and suitability for its intended use.
- Determining the effectiveness indicator: This test quantifies the effectiveness of a disinfectant under specified conditions. The key parameters are the logarithmic decrease in microbial count, contact time, and temperature and concentration dependencies. These tests verify manufacturers' claims regarding disinfectant performance.
- Environmental impact and biodegradability: This test evaluates the environmental safety and degradation of disinfectants in aquatic environments. The key parameters are biodegradability and toxicity to aquatic organisms. These tests ensure compliance with environmental protection standards.
The standard “GOST R 58151.2 Disinfectants - Requirements for the assessment of bactericidal activity” describes the requirements and methods for assessing the bactericidal activity of disinfectants intended for use in: medical and veterinary practice, public institutions (e.g., schools, transport, food service), industrial environments, and home and personal hygiene. The types of tests covered by this standard are:
- Quantitative suspension tests (to assess activity in liquid phase)
- Carrier tests (on surfaces to simulate real-world use)
- Field tests (optional, for on-site validation)
Test microorganisms typically include Staphylococcus aureus, Escherichia coli, Pseudomonas aeruginosa, and Enterococcus hirae. Other pathogens may be included depending on the claimed spectrum of the disinfectant.
The test evaluation criteria are as follows: The disinfectant must demonstrate a minimum 5-log (99,999 percent) reduction in the number of viable bacteria under the specified conditions.
Test conditions may include: defined contact time, specific temperature, and presence of organic load (simulating contamination).
To pass the test, disinfectants must meet the required level of bactericidal activity within the claimed concentration and exposure time. Products that fail to do so are considered ineffective under these conditions.
- The standard "GOST R 58151.3 Disinfectants - General physical and chemical properties and test methods" describes the requirements and test methods for the general physical and chemical properties of disinfectants. This standard applies to all chemical disinfectants for medical, veterinary, industrial, household, and public health purposes.
Physicochemical parameters covered:
- Appearance and physical state: liquid, powder, gel, etc.
- Color and odor
- pH value: the acidity or alkalinity of the disinfectant solution
- Density: mass per unit volume at a specified temperature.
- Refractive index: optical property related to purity and concentration
- Solubility: ability to dissolve in water or other solvents
- Stability: chemical stability during storage under prescribed conditions
- Content of active ingredients: quantitative measurement of active ingredients
- Foaming properties (if relevant)
- Corrosiveness: the ability to corrode metals or materials
The purpose of testing is to verify product consistency and conformity to declared properties, support the registration and certification of disinfectants, and provide data necessary for safety and efficacy assessment. Physicochemical properties influence disinfectant performance, safety, and usability. These parameters also influence stability, surface compatibility, and user acceptability. Compatibility is required for legal marketing and use in Russia and some CIS countries.
