EN 13261 Railway Applications - Wheel Assemblies and Bogies - Axles - Product Requirements
The European standard “EN 13261 Railway applications - Wheel sets and bogies - Axles - Product requirements” describes the specifications of axles for all heavy rail track gauges. This standard applies to heavy rail vehicles and, in principle, also to other vehicles such as urban rail vehicles.

This standard specifies the characteristics of forged or rolled solid and hollow axles manufactured from vacuum-degassed EA1N, EA1T, and EA4T steel grades. For hollow axles, this standard applies only to those manufactured by drilling holes in a forged or rolled solid axle.
The requirements specified in this standard apply to cylindrical bearings. Many of the requirements also apply to tapered bearing axles. Specific requirements for tapered bearings (e.g., the geometric dimensions of the bearings) are defined in the technical specification. Some characteristics are given depending on category 1 or category 2.
This standard applies to axles designed in accordance with the requirements of the EN 13103-1 standard. This standard also permits modifications in material properties associated with alternative manufacturing processes (e.g., cold rolling, sandblasting, thermal spraying, steel cleaning, reduction ratio, improved material properties obtained from melting and heat treatment processes).
In short, this standard,
- It applies to axles for all heavy rail track gauges.
- It includes forged or rolled solid and hollow axles.
- It is primarily designed for heavy rail vehicles (mainline freight and passenger trains), but can also be applied to light rail systems, trams, and subway cars.
- Wheel sets are not covered as a complete assembly (this topic is addressed in the relevant standards for wheels, such as EN 13260 or EN 13262).
EN 13261 standard defines the requirements for axles made of vacuum-degassed steel of the following grades:
- EA1N: Normalized state
- EA1T: Hardened and tempered
- EA4T: Hardened and tempered, higher strength variant.
These qualities are specified in some versions with suffixes to indicate specific delivery conditions or quality levels.
This standard specifies detailed requirements in various areas:
- Chemical composition limits for steel grades.
- Mechanical properties (tensile strength, yield strength, elongation, impact resistance).
- Heat treatment processes and delivery conditions.
- Non-destructive testing: Ultrasonic, magnetic particle, and dye penetrant testing at different stages.
- Dimensional tolerances and geometric requirements.
- Surface quality and surface treatment.
- Test sample location: Samples taken from specific regions of the largest axial section (near the surface, mid-radius, center).
- Marking, traceability, and certification requirements.
- Quality levels and acceptance criteria for surface and internal defects.
Axles are critical safety components in railway vehicles. They are subjected to enormous dynamic loads, fatigue stresses, and environmental impacts over millions of kilometers. The EN 13261 standard helps prevent catastrophic failures (such as axle fractures) by implementing strict material purity (vacuum degassing reduces residues), mechanical performance, and comprehensive inspection protocols.
This standard is part of a broader ecosystem of European railway standards, often used in conjunction with the following:
- EN 13262 Railway applications - Wheel sets and bogies - Wheels - Product requirements
- EN 13260 Railway applications - Wheel sets and bogies - Wheel sets - Product requirements
- EN 13674 Railway applications - Rail – Track
- EN 15085 Railway applications - Welding of railway vehicles and components
Railway axles are critical components from a safety perspective. They carry the entire weight of the vehicle plus passengers and cargo, transmit traction and braking forces, and rotate at high speeds for hundreds of thousands or millions of kilometers. A single axle failure can cause:
- Derailment (potentially catastrophic, especially at high speeds or on passenger trains).
- Major accidents resulting in loss of life.
- Extremely high economic damage (business interruption, repairs, compensation, infrastructure damage).
Therefore, axles cannot be designed, manufactured, and tested solely based on individual company expertise or national traditions.
The reasons for the existence of the EN 13261 standard are as follows:
- Common safety level across Europe: Trains regularly cross borders (international traffic, interoperability). Without a harmonized standard, an axle approved in one country may not be reliable and safe in another. The EN 13261 standard provides a single, recognized basis for axle quality in the EU railway system.
- Prevention of fatigue fractures: Historically, most axle failures are caused by fatigue cracks (starting in press-fit housings, corrosion pits, and surface defects). This standard mandates the following:
- Certain steel grades (EA1N, EA1T, EA4T vacuum-degassed steels)
- Strict mechanical properties (tensile strength, toughness, fatigue limits)
- Controlled residual voltages
- Detailed non-destructive testing (ultrasonic, magnetic particle testing)
- Geometric tolerances and surface finish requirements.
- Uniform production and quality assurance: Standardizes forging/rolling processes, heat treatment, machining, and acceptance criteria. Manufacturers compete on price/service rather than different (sometimes lower) quality levels.
- Regulatory and certification requirements: In the EU, railway vehicles must comply with interoperability technical specifications. The EN 13261 standard is the reference harmonized standard for axles. Compliance with this standard is generally mandatory for type approval and commissioning of vehicles.
- Minimizing overall risk to the lowest reasonably possible level: Decades of accident data, research, and field experience have been incorporated into this standard to minimize the risk of axle failure to an already very low (but never zero) level.
Consequently, the EN 13261 standard is necessary because railway axles are one of the few components where failure is virtually intolerable. This standard makes European rail transport safer, more interoperable, and more reliable by ensuring consistent, high, and verifiable quality across manufacturers, countries, and operators.
For many years, our organization, with its competent and experienced staff, has been understanding the needs of its clients, providing the advanced testing services they require, and assisting them in the establishment, implementation, and improvement of management systems.
