In cases where the use of packaging cannot be prevented, it has become very important that these packages are reusable or high-quality recycling is provided. In order to make this need a reality and to set high quantitative and qualitative targets, the packaging law (verpackungsgesetz) came into force in Germany in 2017.

According to this law, manufacturers must ensure that any packaging subject to system involvement is recovered. Companies that bring less packaging to the German market need to allocate less financial resources to take on expanded producer responsibility for their products.

By law, parties responsible for products must register the packaging in the central registration office system so that everyone can see who it is. This system clarifies a number of definitions and provisions to put an end to free riding. The centralized database provides transparent control of whether all interested parties are reporting their volumes properly. Precautions need to be taken at every stage of the value chain.
