EN 14183 Step Stools

EN 14183 Step Stools

The European standard “EN 14183 Step stools” describes the requirements for step stools, ladder-type steps, and dome-type step stools. This standard includes design specifications, dimensions, materials, performance requirements, test methods, and a declaration of suitability for use. This standard does not cover ladders and portable ladders as defined in the EN 131-1 standard. The requirements are based on a maximum total load of 150 kg.

The drawings are for illustrative purposes only and the products are not required to be exactly the same. However, the dimensions are binding. Step stools can only be fitted with evenly spaced steps with a tolerance of plus/minus 2 mm. If the top surface is smaller than 240 mm x 400 mm, a handrail must be provided on stools or ladder-type steps higher than 750 mm. All product types within the scope of this standard can be fitted with wheels and casters.

There should be no gaps between the protrusions of the steps on the floor. Stool definitions are as follows:

  • Description of a step stool with fixed legs (A) three steps: Step stool EN 14183-A-3
  • Description of a step stool with folding legs used with support during use (B) three steps: Step stool EN 14183-B-3

In the world of occupational health and safety, access equipment plays a vital role in enabling workers to perform tasks safely and efficiently at height. Among the various standards regulating ladders, platforms, and related equipment, the EN 14183 standard stands out as a specific European norm for step stools. This standard outlines the requirements, test methods, and performance criteria for step stools designed for light-duty applications. As industries prioritize worker safety due to changing regulations, the EN 14183 standard ensures that these compact and portable devices meet stringent criteria to prevent accidents such as slips, falls, or structural failures.

Step stools differ from full ladders or portable ladders in that they are smaller and designed for short reach in residential, commercial, or light industrial settings. Prior to the publication of this standard, step stools were often covered under broader ladder standards such as EN 131, leading to inconsistencies in the design and testing of these simpler devices. This standard complements similar standards and explicitly excludes ladders and portable ladders from the scope of EN 131-1.

The EN 14183 standard applies to three main types of step stools:

  • Single-step stools: Simple, single-step platforms for minimal height gain.
  • Step stools: These are multi-step designs that resemble mini ladders, usually with a handrail.
  • Dome-shaped step stools: These have rounded or contoured tops for stability and are often used in confined spaces.

These stools can support a maximum load of 150 kg, including the user's weight and all tools and materials. This standard targets portable, non-permanent equipment for tasks such as accessing kitchen shelves, office filing cabinets, or retail inventory checks. It does not cover fixed installations, wheeled platforms, or heavy-duty industrial access equipment, which are subject to separate norms such as the EN 14122 standard for work platforms.

The EN 14183 standard promotes uniformity in the European market by setting clear boundaries and facilitates the free movement of goods under the EU's new approach directives.

This standard emphasizes durability, stability, and user ergonomics through detailed specifications:

  • Materials and construction: Materials must be resistant to environmental factors such as corrosion and wear, with references to relevant standards such as EN 12526 for wheels. Components such as steps, frames and handrails must be free of sharp edges and non-slip surfaces must be mandatory in step areas. Steps must be at least 300 mm wide and 250 mm deep, and step heights should not exceed 280 mm for comfort.
  • Performance criteria:
  • Load capacity: Tested to support 150 kg without deformation or failure exceeding 1,5 mm.
  • Stability: The devices must not tip over on a 10-degree incline or when subjected to horizontal forces simulating user movement.
  • Handrail integrity: If present, the handrails must withstand a lateral load of 100 kg without loosening.

These features ensure that step stools provide a reliable base and reduce the risk of overreaching, a common cause of falls.

Compliance with the EN 14183 standard requires rigorous laboratory testing, typically conducted by accredited organizations. The basic procedures are as follows:

  • Static load test: A vertical load of 150 kg is applied to each step for 10 minutes, and checked for deflection or cracks.
  • Dynamic load testing: Repeated stepping simulation with impact forces is performed to assess fatigue.
  • Tip-over test: The stool is placed on an inclined surface and lateral forces are applied to verify its resistance to tipping.
  • Durability tests: Humidity, temperature variation, and drop tests for portability.

Successful tests result in a declaration of conformity providing the CE mark for EU sales. Manufacturers are required to keep test records for 10 years.

The EN 14183 standard is often compared to the EN 131 standard, which is generally used as a benchmark for ladders and portable ladders. While both prioritize safety, there are some differences between them.

Compliance with the EN 14183 standard minimizes workplace accidents. Data from the European Agency for Occupational Safety and Health shows that compliant equipment reduces fall-related injuries by up to 30 percent. Step stools are now ubiquitous, making the role of the EN 14183 standard in daily safety undeniable.

In short, the EN 14183 standard protects users from the hidden dangers of low-level access by establishing clear criteria for testing and performance. As industries evolve, updates to the standard are vital.

For many years, our organization, with its competent and experienced staff, has been understanding the needs of its customers, providing the advanced testing services they require, and assisting in the establishment, implementation, and improvement of management systems. Within this framework, we also provide testing services to businesses in accordance with the "EN 14183 Step Stools" standard.
