Tests under EU 305/2011 Construction Materials Directive

This legal regulation establishes harmonized rules on how to express the performance of building materials according to their basic properties and the use of CE marking on these products, and determines the conditions for putting building materials on the market.

For the purposes of this regulation, a construction product means any product produced and placed on the market for permanent inclusion in construction works or parts thereof, whose performance affects the performance of construction works in accordance with essential requirements.

The basic requirements for construction works specified in the annex to this legal act serve as the basis for the preparation of standardization instructions and harmonized technical specifications (Annex I). The basic properties of construction materials are specified in the harmonized technical specifications for the basic requirements of construction works.

Briefly, this regulation defines the obligations of manufacturers or their authorized representatives, importers and distributors with the declaration of performance and CE marking. Harmonized standards are created by European standardization bodies in line with requests.

The legal regulation (EU) 305/2011 expands the marking rules and introduces some innovations. One of the main changes is the requirement to issue a declaration of performance as the basis for the CE marking. In addition, this regulation requires that the CE marking be clearly legible and permanently marked on the product or attached to the product via a label.

The declaration of performance expresses the performance of building materials in relation to the essential properties of these products in accordance with the relevant harmonized technical specifications and includes in particular the following information:

  • Reference of the product type for which the declaration of performance is drawn up
  • Systems for evaluation and verification of constancy of performance of the construction product
  • Reference number and publication date of the harmonized standard used to evaluate each key feature
  • Where applicable, the reference number of the specific technical documentation used and the conditions for which the manufacturer claims the product is suitable
