The EN 14619 standard, a European standard, only applies to kick scooters that can be driven by the muscular activity of a user with a body mass of more than 20 kg and less than 100 kg.

This standard describes the safety requirements provided by the manufacturer, defines test methods, and includes specifications, marking and other information to reduce the risk of injury to both third parties and the user during normal use.
Kick scooters used by riders weighing less than 20 kg are outside the scope of this standard (essentially these skates fall under the EN 71-1 Safety of toys - Part 1: Mechanical and physical properties standard ).
The EN 14619 standard covers scooters classified as sports equipment for use on public roads and trails.
For the purposes of this standard,
The mentioned standard classifies kick scooters as follows:
Protruding components and edges that may come into contact with body parts during their intended use should be constructed in such a way as to avoid injury. The test method is included in the standard. Hard and protruding parts that could cause jamming or injury must be protected. The ends of the arms should be closed. The ends of the handlebar should withstand the test and have no sharp edges.
