EN IEC 60255-1 Measuring Relays and Protective Equipment - Part 1: Common Requirements
The standard "EN IEC 60255-1 Measuring relays and protection equipment - Part 1: Common requirements", which has its basis in a European standard and was subsequently published by the International Electrotechnical Commission (IEC), describes the common rules and requirements applicable to measuring relays and protection equipment, including any combination of equipment such as control, monitoring and process interface equipment to form a distributed protection scheme for power system protection, and ensures the uniformity of these requirements and tests. This standard covers the main technologies in use today. Other emerging technologies present specific electromagnetic compatibility (EMC) and safety issues, but apply the general approach in this standard.

All measuring relays and protection equipment used for protection in the power system environment are covered by this standard. Other standards in this series define their own requirements which take precedence in such cases. Typical locations for measuring relays and protection equipment are those where protection of electrical equipment is required, usually in power plants, transformer substations and industrial locations. Measuring relays and protection equipment installed in marine, railway, aviation, explosive atmospheres, computer centres and similar locations may be enhanced with additional requirements as required by this standard.
For the purposes of this standard, the following terms and definitions apply:
- Absolute error expresses the difference between a measured value and its declared value.
- Analog input port refers to the port designed for current or voltage input whose values are directly proportional to physical measured quantities, for example, transducer input (temperature, light and similar measurement).
- Analog output port refers to the port that produces an analog output signal to drive actuators, analog panel meters, and similar equipment. Typically a current or voltage less than or equal to 20 mA or 10 V DC, respectively.
- The assigned error is the error limits within which the manufacturer declares that any measuring relay or protection equipment of a given type will perform under reference conditions of influence quantities.
- The auxiliary power supply port refers to the AC or DC auxiliary power input. Some modern relays have a single auxiliary power supply port that can be powered by both AC and DC.
- Battery monitoring port is the port designed to connect to the station battery for battery voltage monitoring purposes.
- A binary input port is a port designed for inputs that have an open or closed state given by direct connection to an energizing quantity without any communication protocol.
- The binary output port is a port designed for outputs with open or closed status given by direct connection without any communication protocol.
- A substation control room is a room in a substation that contains the facilities needed to monitor and control substation elements.
- Communication port refers to the interface in measuring relays and protection equipment used to transfer information in digital format, for example regarding current or voltage inputs or outputs, binary inputs, binary outputs, data files.
- Dynamic performance is the set of characteristics that define the ability of a measuring relay or protection equipment to perform its intended functions under fault conditions (e.g. single phase-to-ground fault) or abnormal system conditions occurring at the power system frequency (e.g. power oscillations, harmonics).
