SVCH (High Risk Substances) Analysis

SVCH (substances of very high concern) are chemicals that have serious effects on human health or the environment. These chemicals can be separate substances or compounds contained within a complex product. As stated in article 57 of the REACH regulation in force in European Union countries, examples of some criteria for these substances include substances that are carcinogenic, mutagenic, bioaccumulative or toxic to reproduction. Individual substances and articles in products may not contain an SVHC above the 0.1 weight percent weight threshold. The REACH regulation is a legal regulation for the registration, evaluation, authorization and restriction of chemicals.

SVCH (High Risk Substances) Analysis

Substances are defined as SVHC by ECHA (European Chemicals Agency) or member states. In the first step of this process, a dossier is prepared explaining why the substance meets the criteria set in Article 57 of the REACH regulation. A list of recommended substances is then published on the ECHA website. This publication gives interested parties the opportunity to comment on the addition of the substance, including companies that import, manufacture or use the substance in European Union countries. The item is then either automatically added to the nomination list or, if commented on, is referred to the relevant committee for further discussion.

When an SVCH (high risk substance) is added to the candidate list, companies that produce, import or use this substance in European Union countries have legal obligations that must be fulfilled immediately. Companies must notify ECHA if there is a substance listed on the candidate list in their products in quantities above the specified threshold or in quantities of more than one tonne per year. Notification must be made no later than six months after the substance has been included in the candidate list. Suppliers with an SVCH (high risk substance) above the threshold have a legal obligation under the REACH regulation to provide their customers with information on the safe use of the goods.
