MIL-PRF-3135H Performance Specifications - Deck Lining Substrate Materials

MIL-PRF-3135H Performance Specifications - Deck Lining Substrate Materials

The “MIL-PRF-3135H Performance specifications - Deck coating underlayment materials” standard, developed by the United States Department of Defense, describes the performance requirements for deck coating underlayment materials to be applied on primed or unprimed, clean steel and aluminum inner deck surfaces, thus providing a smooth, flat or smoothly curved surface on which the final deck coating system will be applied.

MIL-PRF-3135H Performance Specifications - Deck Lining Substrate Materials

Deck coating underlayment materials shall be of the following types, classes and grades according to this standard:

  • Types:
    • Type I: Standard weight underlayment materials for use under trowel-applied deck coverings (e.g. MIL-PRF-24613 standard).
    • Type II: Standard weight underlayment materials (e.g. porcelain tiles, vinyl tiles, sheet vinyl, etc.) for use under preformed deck coverings.
    • Type III: General use, ultra-lightweight substrates weighing no more than 4,88 kilograms per square meter and 6,4 millimeters thick.
    • Type IV: General use, lightweight polymeric substrate materials weighing not more than 7,81 kilograms per square meter, 6,4 millimeters thick, that perform the functions normally provided by separate primer, underlay, waterproofing, and crack suppression membrane materials in a single trowel- or spray-applied product.
  • Classes:
    • Class 1: Latex-based substrate materials
    • Class 2: Resin-based substrate materials
  • Degrees:
    • Class A: For use in submarines
    • Class B: For general shipboard use

The requirements in this standard are described as follows:

  • Qualification: The underlayment materials provided under this specification must be products authorized by the qualifying activity to be listed on the applicable qualified products list prior to contract award.
  • Composition: Class 1 underlayment materials shall consist of premixed aggregate and latex powder (requiring only the addition of water during installation). Class 2 products consist of three components: resin, hardener, and separate aggregate. Deck underlayment materials shall be suitable for trowel application after mixing by hand or with commonly available mixing equipment. No special mixing equipment is required. Mixing instructions, including any induction time or other requirements, shall be as provided by the manufacturer. Type I or Type II materials may include a separate primer as part of the system or may require priming of the deck prior to underlayment application. Type III and IV materials shall meet all performance requirements of this specification and be capable of being applied directly to a clean, bare metal substrate without requiring a separate primer (other than a bond coat of non-agglomerated base material).
  • Resin-based systems (Class 2 materials): The manufacturer is given the choice of the components used in the formation of the resin described in this standard. For resin-based systems, the ratio of resin component to hardener allowed shall be limited to 4:1, 3:1, 2:1 or 1:1 by volume where the manufacturer's instructions permit the products to be mixed on site by substrate installers. When mixed and applied in accordance with the manufacturer's instructions, the final substrate system shall conform to all the requirements of this specification.
  • Application: Deck coating underlayment materials shall adhere to the deck or structure to which it is applied without the use of clips or other devices welded to the deck or other reinforcements not part of the compound mixed for application. Type I and II underlayment materials shall be applied to clean steel surfaces primed with Formula 24441 in accordance with MIL-DTL-24441 and MIL-DTL-20/24441, MIL-DTL-29/150 or to an alternative primer if provided by the manufacturer as part of the underlayment system. Type III and IV underlayment materials shall be applied to a clean, unprimed metal surface prepared in accordance with at least SSPC-SP 3.
  • Performance requirements:
    • Toxicity: No component of the litter system shall have an adverse effect on personnel health when used as intended. The materials used in the litter shall not contain any carcinogenic or potential carcinogenic substances as defined by applicable laws. They shall also not contain any highly hazardous substances or toxic chemicals as defined by 29 CFR 1910.1000, 40 CFR 302, 40 CFR 355 and 40 CFR 372. The manufacturer is responsible for maintaining materials that are free of carcinogens, highly hazardous substances and toxic chemicals. The manufacturer shall not permit any of these prohibited materials to be added to the formula unless specific material maximum levels are specified herein.
    • Flash point: The flash point of the substrate or any component should not be less than 38 degrees.
    • Weight: Once the substrate is fully cured, the material must not exceed these maximum weight limits:
      • 1 kilograms per square metre at 6,4 mm thickness for Type I Class 8,54 and 2 kilograms per square metre at 6,4 mm thickness for Type I Class 12,2.
      • 6,4 kilograms per square metre at 12,2 mm thickness for Type II (all grades).
      • 6,4 kilograms per square meter for Type III (all grades) at 4,88 mm thickness.
      • 6,4 kilograms per square meter at 7,81 mm thickness for Type IV (all grades).
    • Impact resistance: Deck decking underlayment materials shall not show visible signs of fracture, cracking or separation from the steel plate. No permanent indentation greater than 1,59 mm for Types I, II and III and no permanent indentation greater than 0,7936 mm for Type IV.
    • Indentations: The initial indent percentage of the deck covering underlayment material shall comply with the table given in the standard. The remaining indent of all materials shall not exceed the maximum percentages stated in the standard.
    • Resistance to high temperatures: Deck underlayment materials should not be noticeably soft to the touch or have a measured slippage greater than 0,7936 mm.
    • Resistance to humidity and temperature changes: Deck underlayment materials should not show signs of cracking, separation from the steel plate, or corrosion of the steel beneath the underlayment.
    • Moisture absorption:
      • Type I, Class 1 materials shall not absorb more than 5 percent moisture by weight under normal atmospheric conditions.
      • Type I, Class 2 materials shall not absorb more than 2 percent moisture by weight under normal atmospheric conditions.
      • Type II and III materials shall not absorb more than 1 percent moisture by weight under normal atmospheric conditions.
      • Type IV materials should not absorb more than 0,1 percent moisture by weight under normal atmospheric conditions.
