EN IEC 63044 Home and Building Electronic Systems (HBES) and Building Automation and Control Systems (BACS)

The standard “EN IEC 63044 Home and building electronic systems (HBES) and building automation and control systems (BACS)”, which is based on a European standard and later published by the International Electrotechnical Commission (IEC), consists of several sections published under the same title. Namely,

EN IEC 63044 Home and Building Electronic Systems (HBES) and Building Automation and Control Systems (BACS)

  • The standard “EN IEC 63044-1 Part 1: General requirements” describes the general requirements for all home and building electronic systems and building automation and control systems and products. This standard applies to operator stations and other human-system interface devices, devices for management functions, control devices, automation stations and application-specific controllers, field devices and interfaces, and the wiring and interconnection of devices used within a dedicated HBES/BACS network. The scope of this standard includes electrical safety, functional safety, environmental conditions, electromagnetic compatibility (EMC) requirements, and installation and wiring rules and topologies.
  • The standard “EN IEC 63044-2 Part 2: Environmental conditions” describes the environmental conditions for HBES/BACS devices when declared in the manufacturer's documentation for use in one or more environmental classes defined in this standard. This standard focuses on the following environmental conditions:
    • Climatic environmental conditions
    • Chemical environmental conditions
    • Mechanical environmental conditions
    • Biological environmental conditions

This standard does not replace the relevant product standard, if any, and is only applied in addition to the relevant product standard when referenced in the manufacturer's documentation. This standard is designed to support the specific manufacturer's declaration or any agreement between the customer and the manufacturer regarding environmental conditions. This standard provides an overview of environmental conditions for devices operating in weather-protected and non-weather-protected locations, shipboard environments, portable use, and also for storage and transport.

  • The standard "EN IEC 63044-3 Part 3: Electrical safety requirements" describes the electrical safety requirements for the HBES/BACS network in addition to the product safety standards for HBES/BACS devices. This standard also applies to devices used within an HBES/BACS network for which there is no specific HBES/BACS product safety standard.

This standard applies to:

    • Operator stations and other human-system interface devices
    • Devices for management functions
    • Controllers, automation stations and application-specific controllers
    • Field devices and interfaces
    • Cabling and interconnecting devices used within a private HBES/BACS network.

This standard covers the following requirements and compliance criteria:

    • Protection against hazards in the device
    • Protection against overvoltages in the network
    • Protection against touch current
    • Protection against hazards caused by different circuit types
    • Protection of communication cables against overheating caused by excessive current
  • The standard “EN IEC 63044-4 Part 4: General functional safety requirements for products intended to be integrated into HBES and BACS” describes the functional safety requirements for HBES/BACS. It also defines the functional safety requirements for the interface of equipment intended to be connected to an HBES/BACS network. This standard does not apply to interfaces to other networks. An example of another network is a private ICT network within the scope of IEC 62949. This standard does not provide functional safety requirements for safety-related systems. Examples of non-safety-related HBES/BACS applications are included in the standard annex (Annex C).
    • The standard “EN IEC 63044-5-1 Part 5-1: EMC requirements, conditions and test setup” specifies the minimum EMC performance level for an HBES/BACS network in addition to the product EMC standards for HBES/BACS devices. This standard also applies to devices used within an HBES/BACS network for which there is no specific HBES/BACS product EMC standard. It also defines the EMC requirements for the interface of equipment intended to be connected to an HBES/BACS network. It does not apply to interfaces to other networks. An example of such a network would be a private ICT network within the scope of CISPR 22 and 23. This standard provides general performance requirements and test setups.

This standard applies, but is not limited to, the following:

      • Operator stations and other human-system interface devices
      • Devices for management functions
      • Controllers, automation stations and application-specific controllers
      • Field devices and interfaces
      • Cabling and interconnection of devices used within a private HBES/BACS network
  • The standard “EN IEC 63044-5-2 Part 5-2: EMC requirements for HBES/BACS used in residential, commercial and light industrial environments” specifies the minimum EMC performance level for the HBES/BACS network in addition to the product EMC standards for HBES/BACS devices. This standard also applies to devices used within an HBES/BACS network for which there is no specific HBES/BACS product EMC standard. It also defines the EMC requirements for the interface of equipment intended to be connected to an HBES/BACS network. It does not apply to interfaces to other networks. An example of such a network is a private ICT network within the scope of CISPR 22 and 23.
  • This standard contains EMC requirements for HBES/BACS to be installed in residential, commercial and light industrial environments according to the definition given in the IEC 61000-6-1 standard. This standard is applicable to, but not limited to:

      • Operator stations and other human-system interface devices
      • Devices for management functions
      • Controllers, automation stations and application-specific controllers
      • Field devices and interfaces
      • Cabling and interconnection of devices used within a private HBES/BACS network

This standard is considered together with the IEC 63044-5-1 standard.

    • The standard “EN IEC 63044-5-3 Part 5-3: EMC requirements for HBES/BACS used in industrial environments” specifies the minimum EMC performance level for the HBES/BACS network in addition to the product EMC standards for HBES/BACS devices.

This standard contains EMC requirements for HBES/BACS to be installed in industrial environments according to the definition given in the IEC 61000-6-2 standard. This standard is applicable to, but not limited to:

      • Operator stations and other human-system interface devices
      • Devices for management functions
      • Controllers, automation stations and application-specific controllers
      • Field devices and interfaces
      • Cabling and interconnection of devices used within a private HBES/BACS network

This standard is considered together with the IEC 63044-5-1 standard.

    • The standard “EN IEC 63044-6 Part 6: Planning and installation requirements” describes the requirements for planning and installing HBES/BACS and the supporting infrastructure. Radio frequency (RF) HBES/BACS is also taken into account. The security requirements are covered by IEC 60364 (all parts). Information and communication technology and broadcasting and communication technology network installations are usually interfaced with HBES/BACS.
