ETSI EN 300 220 Short Range Devices (SRD) Operating in the Frequency Range of 25 MHz to 1000 MHz

ETSI EN 300 220 Short Range Devices (SRD) Operating in the Frequency Range of 25 MHz to 1000 MHz

The “ETSI EN 300 220 Short range devices (SRD) operating in the frequency range 25 MHz to 1000 MHz” standard, which is a European standard produced by the Equipment Engineering (EE) Technical Committee of the European Telecommunications Standards Institute (ETSI), consists of the following subsections published under the same title:

ETSI EN 300 220 Short Range Devices (SRD) Operating in the Frequency Range of 25 MHz to 1000 MHz

  • The standard “ETSI EN 300 220-1 Part 1: Technical specifications and measurement methods” describes the technical specifications and test methods to be used in the conformity assessment of short-range device equipment in the frequency range 25 MHz to 1 GHz.

As a general performance criterion in this standard, the purchaser shall produce a suitable output for performance testing purposes under the following normal conditions:

    • After demodulation, 10 without correction-3 raw data signal with bit error rate
    • After demodulation, a message success rate equivalent to the above bit error rate

If the specified performance cannot be measured, the performance criterion used to determine the receiver's performance shall be declared by the manufacturer. Receiver sensitivity shall be measured with any forward error correction or automatic repeat request functions disabled. If it is impractical to disable such error correction, an appropriate note shall be made in the test report along with any alternative test method used.

For the purposes of the specification of equipment conformity requirements, transmitters and receivers may be individual or combined units. One or more examples of the equipment are tested, as appropriate. Stand-alone equipment is tested together with all ancillary equipment required for testing. Each piece of equipment submitted for testing shall, where appropriate, comply with the requirements of the present document at all frequencies at which it is intended to operate. In addition, sufficient technical documentation shall be available to permit the testing to be carried out. The measurement methods in this standard are intended as practical means of testing the behaviour of the equipment under test under defined conditions and are not necessarily a comprehensive examination of that equipment.

  • The standard “ETSI EN 300 220-2 Part 2: Harmonized standard on access to the radio spectrum for non-specific radio equipment” describes the technical characteristics and measurement methods for equipment types of the non-specific short-range devices category. The non-specific short-range devices category is defined by the European Commission decision 2013/752/EU as follows: The non-specific short-range device category covers any radio device, regardless of application or purpose, that meets the technical conditions specified for a specific frequency band. Typical uses include telemetry, telecommand, alarms, data transmission in general and other applications.

This standard covers equipment designed for fixed, portable, mobile or nomadic use, including:

    • Standalone radio equipment
    • Plug-and-play radio devices designed for use with or within a variety of host systems
    • Plug-and-play radio devices designed for use within integrated equipment.

These types of radio equipment can operate in all or any part of the frequency bands given in the table.

The European Commission's decision on short-range equipment states that some compatible frequency bands may be subject to restrictions on use, such as exclusion of video or audio use. Equipment transmitting audio by analogue modulation is excluded from this standard.

For compliance purposes, when an operational frequency band is selected from the table provided in the standard, the equipment must comply with all parameters, exclusions and notes in the relevant row in the table. Otherwise, this standard may be used in conjunction with a national radio interface, where some parameters may be modified according to the national radio interface. When a national radio interface is implemented, there may be restrictions on the use of the equipment in some countries. Some examples of national radio interface parameters are given in the annex of the standard (Annex C).

Regarding the operating frequency, the manufacturer may declare one or more operating frequencies and operating channels. The operating channels must be entirely within the operating frequency bands permitted by Annex B or any national radio interface.

  • The standard “ETSI EN 300 220-3-1 Part 3-1: Harmonized standard covering the essential requirements of Article 2014 of Directive 53/3.2/EU: Low duty cycle high reliability equipment operating at specified frequencies (869.200 MHz to 869.250 MHz), social alarm equipment” applies to social alarm devices operating at specified frequencies. The specified frequencies are the frequency bands defined in Commission decision 2013/752/EU as having an available use only for social alarms. Social alarms are defined in that Commission decision as follows: Social alarm devices are radio communication systems that provide reliable communication within a limited area to initiate a call for help by a person in distress. Typical uses for social alarms are to assist elderly or disabled people. These types of radio equipment may operate for transmission or reception in all or part of the frequency bands specified in the table given in the standard.

This standard includes requirements to demonstrate that radio equipment both uses the radio spectrum effectively and promotes efficient use, in order to prevent harmful interference.

  • The standard “ETSI EN 300 220-3-2 Part 3-2: Harmonized standard covering the essential requirements of Article 2014 of Directive 53/3.2/EU: Wireless alarms operating in the designated LDC/HR frequency bands 868,60 MHz to 868,70 MHz, 869,25 MHz to 869,40 MHz, 869,65 MHz to 869,70 MHz” describes the technical characteristics and measurement methods for LDC/HR wireless alarm equipment types. The LDC/HR category is defined in EU Commission decision 2013/752/EU as follows: The low duty cycle/high reliability device category covers radio devices that rely on low overall spectrum utilization and low duty cycle spectrum access rules to provide highly reliable spectrum access and transmission in shared bands. Typical uses include alarm systems using radio.

This standard covers equipment designed for fixed, mobile or nomadic use. For example, stand-alone radio equipment, plug-and-play radio devices designed for use with or within several host systems, or plug-and-play radio devices designed for use within combined equipment. These types of radio equipment can operate in the LDC/HR designated frequency bands specified in the table given in the standard.

This standard covers the essential requirements of article 2014 of directive 53/3.2/EU under the conditions specified in Annex A.

  • The standard “ETSI EN 300 220-4 Part 4: Harmonized standard covering the essential requirements of Article 2014 of Directive 53/3.2/EU: Measuring instruments operating in the specified band between 169.400 MHz and 169.475 MHz” describes the technical characteristics and measurement methods for equipment types of the measuring instrument category. The measuring instrument category is defined in Commission decision 2013/752/EU as follows: The measuring instrument category covers radio devices that are part of two-way radio communication systems that enable remote monitoring, measurement and data transmission in smart grid infrastructures such as electricity, gas and water.

This standard covers equipment designed for fixed, mobile or nomadic use. For example, stand-alone radio equipment, plug-and-play radio devices designed for use with or within several host systems, or plug-and-play radio devices designed for use within combined equipment. These types of radio equipment can operate within the specified frequency band of measurement specified in the table given in the standard.

This standard covers the essential requirements of article 2014 of directive 53/3.2/EU under the conditions specified in Annex A.
