EN 13209 Child Care Products - Child Carriers - Safety Requirements and Test Methods
The European standard “EN 13209 Child care products - Child carriers - Safety requirements and test methods” consists of two parts published under the same title:

- The standard “EN 13209-1 Part 1: Back carrier with frame” specifies the safety requirements and test methods for child back carriers with a frame support for carrying a child in a sitting position. Back carriers with frame are designed for children from the age of 6 months up to a maximum weight of 18 kg and are designed to carry the child on the caregiver’s back and to allow hands-free operation (e.g. standing, walking) by being attached to the caregiver’s body. The justification for including some of the requirements given in this standard is given in the annex to the standard (Annex B). This standard does not cover back carriers with frame designed for children with special needs. If the back carrier with frame has other functions not covered in this standard, the relevant standard should be consulted.
For the purposes of this standard, the following terms and definitions apply:
- A framed back carrier is a product with a framed support designed to carry the child on the caregiver's back and to be attached to the caregiver's body.
- A free standing framed back carrier is a framed back carrier designed to stand unsupported.
- The caregiver's attachment system is the fasteners, straps, belts or similar components that are attached to the framed back carrier in order to secure the product to the caregiver's body.
- The child restraint system is a system integrated into the framed rear carrier to keep the child in the product.
The main equipment used in these tests includes:
- A small parts cylinder is a small cylinder with dimensions specified as given in the standard.
- A thickness gauge is a device with a thickness of 0,4 mm plus/minus 0,02 mm and a radius of approximately 3 mm plus/minus 0,5 mm at the tip to be inserted.
- The test body is a rigid body made of a hard and smooth material with the dimensions specified in the standard and placed on a rigid plate.
- Test mass A is a bag filled with sand with a total mass of 15 kg. Its shape and size are adjustable so that it can be firmly fixed by the carrier.
- Test mass B is a bag filled with sand with a total mass of 22 kg. Its shape and size are adjustable so that it can be firmly fixed by the carrier.
- Test mass C is a rigid cylinder of mass 200 kg plus/minus 5/300 kg, with a diameter of 5 mm plus/minus 15 mm and a height of 0,01 mm plus/minus 0 mm, the centre of gravity of which is at the centre of the cylinder. The radius of all edges is 5 mm plus/minus 1 mm. Two anchor points are provided along the circumference, 150 mm plus/minus 2,5 mm from the base and positioned at 180 degrees to each other.
- Test mass D is a rigid cylinder with a diameter of 220 mm plus/minus 5 mm and a height of 320 mm plus/minus 5 mm, with a mass of 22 mm plus/minus 0,01/0 kg, with the centre of gravity at the centre of the cylinder. The radius of all edges is 5 mm plus/minus 7 mm. Two anchor points are provided along the circumference, 1 mm plus/minus 160 mm from the base and positioned at 2,5 degrees to each other.
The standard “EN 13209-2 Part 2: Soft carrier” describes the safety requirements and test methods for soft carriers for children. These carriers can be used from 3,5 kg and are designed to be attached to the caregiver’s body, allowing hands-free operation while standing or walking. For the purposes of this standard, the following terms and definitions apply:
- A soft carrier is a product that does not have a framed support, has an integrated opening for each leg of the child, and is designed to carry a child when the product is strapped to the caregiver's body.
- The caregiver's restraint system is the fasteners, straps, belts or similar components that are attached to the soft carrier or are part of the soft carrier for the purpose of securing the product to the caregiver's body.
- Integrated leg openings are fully connected openings for each child's leg that are adjustable and are not created when the soft carrier is attached to the caregiver's body.
The main equipment used in these tests includes:
- The test sphere is a sphere made of a hard, smooth material with a diameter of 120 mm plus/minus 2 mm and a mass of 2,27 kg.
- A small parts cylinder is a small cylinder with dimensions specified as given in the standard.
- The thickness gauge is a device with a thickness of 0,4 mm plus/minus 0,02 mm and a tip with a radius of approximately 3 mm.
- The test body is a rigid body made of a hard and smooth material with the dimensions specified as given in the standard.
- Test mass A is a bag filled with sand with a total mass of 9 kg. Its shape and size can be adjusted so that it can be firmly fixed by the carrier.
- Test mass B is a bag filled with sand with a total mass of 15 kg. Its shape and size can be adjusted so that it can be firmly fixed by the carrier.
