In the EN 71-1 standard, which is a European standard, test requirements and test methods for the mechanical and physical properties of toys are explained. This standard applies to toys for children. Toys are any product or material designed exclusively for use in games by children under 14 years of age. It is essential that new toys are used as intended or foreseen, taking into account the behavior of children, taking into account the foreseeable and normal use of time.

This standard contains specific requirements for toys designed for children younger than 36 months, children younger than 18 months, and children too young to sit up unaided. For the purposes of this standard, soft-filled toys with simple features, eg for holding and cuddling, are considered toys for children under 36 months of age.
Information on the age classification of toys, and in particular which toys are for children under 36 months and which are not, are contained in the European Commission's guidance documents.
The EN 71-1 standard also describes requirements for packaging, marking and labeling.
The said standard does not cover musical instruments, sports equipment or similar items, but covers their toy equivalents.
