The European standard "EN 16647 Fireplaces for liquid fuels - Decorative appliances producing flames using alcohol-based or gelatinous fuels - Use in private households" applies to decorative fireplaces and appliances producing flames for decoration using alcohol, liquid or gelatinous fuels for use in private households. The requirements apply strictly even if used in other areas. More or different rules may apply for the use of appliances outside private households and outdoors.

This standard applies to free-standing, wall-mounted and built-in appliances with a maximum power output of 4,5 kW. This standard applies to ready-to-use appliances in which the burner is a single unit or an integral part of the appliances, but not to appliances with a fuel tank separate from the appliance.
This standard does not apply to appliances specifically designed to heat or keep food warm (reheat) and to appliances used in boats, caravans, other vehicles or outdoors. Additionally, this standard does not apply to appliances with a power output greater than 4,5 kW or with a defined heating function. National regulations may limit the power output to less than 4,5 kW.
For the purposes of this standard, the following terms and definitions apply.
In general, the device should be manufactured as follows:
The maximum burner volume must not exceed 3 l. The total fuel capacity of the appliance must not exceed 10 l. National or regional legislation may set lower limits.
The appliance must be equipped with a feature that has an easy-to-use shut-off mechanism to extinguish flames. This mechanism must operate reliably and safely even when the appliance is in use (if necessary, by means of auxiliary devices provided by the manufacturer). In addition, the design of the structure must provide:
Parts in contact with alcohol must be made of chrome-nickel steel 1.4301 or material with better thermal, chemical, mechanical properties and corrosion resistance than chrome-nickel steel 1.4301. Brazing flux containing asbestos and cadmium must not be used in any component of the device. Any insulation material must be non-flammable and its application must not pose any threat to health and safety.
It must be ensured that all filler materials used in burners are durable and specifically suited to the thermal stress and combustion in contact with the fuel and will not alter their properties. They must be tested in accordance with this standard and the issued certificates must be presented. The burner and all components that can reach a temperature of 65 K above room temperature must be made of non-combustible materials.
If the manufacturer provides fittings for the installation or fixing of the devices, these must be durable throughout the life of the device. If it is inadvertently moved or tilted during operation, the device must be stable according to the tests to be carried out. Devices provided with wheels or other devices that assist in their movement must be naturally blocked and it must be impossible to move them without extinguishing the flame. Free-standing devices must pass the stability test (tilt and slide, impact, movement test). For all tests, the fuel tank must be filled with fuel to the maximum level according to the user instructions.
For wall-mounted devices, unintentional movement must be prevented. In particular, it must not be possible to unhook or lift the device. Damage to the device caused by impact stress (e.g. crack in the glass screen) is acceptable as long as the requirements for mechanical stability and fuel spillage are met.
According to this standard, the tests that must be performed depending on the device type are as follows:
Our organization, which has been trying to support businesses from every sector with its testing, measurement, analysis and evaluation studies carried out in a wide range for years, has a strong staff that closely follows the developments in the world in the field of science and technology and constantly improves itself. In this context, testing services are also provided to businesses in accordance with the standard “EN 16647 Fireplaces for liquid fuels - Decorative devices producing flame using alcohol-based or gelatinous fuels - Use in private households”.
