Directive 2005/31/EC, published by the European Parliament and of the Council, is a legal regulation amending Council Directive 84/500/EEC concerning the declaration of conformity and performance criteria for analytical methods of ceramic products intended for contact with food.

The first amendment is a new clause added to the directive. Accordingly, ceramic articles that have not yet come into contact with foodstuffs during the marketing stages up to and including the retail stage must be accompanied by a written declaration in accordance with regulation (EC) 1935/2004. This declaration must be issued by the manufacturer or a seller company located in the European Union and must contain the information in the annex of this directive.
Appropriate documentation demonstrating that ceramic ware complies with the migration limits for lead and cadmium specified in the directive must be provided to the national competent authorities by the manufacturer or importer upon request. This documentation must include the results of the analysis performed, the test conditions, and the name and address of the laboratory that performed the test. The specific migration of lead or cadmium is determined using an instrumental analytical method that meets the performance criteria in the regulation. Unless otherwise specified, all reagents must be of analytical grade. Furthermore, when referring to water, distilled water or water of equivalent quality must always be used.
The detection limit for lead and cadmium must be less than or equal to:
The detection limit is defined as the element concentration in a 4 percent acetic acid solution.
The quantification limit for lead and cadmium must be less than or equal to:
Recovery of lead and cadmium added to a 4 percent acetic acid solution should be within 80-120 percent of the added amount.
The instrumental analysis method used should be free from matrix and spectral interactions.
The sample must be clean and free of oil or other substances that could affect the test.
