Directive 2007/42/EC, published by the European Parliament and of the Council, regulates the principles relating to materials and articles made of regenerated cellulose film intended for contact with food.

The said directive is a special directive in the sense of the relevant article of the regulation (EC) 1935/2004. This directive applies to regenerated cellulose film within the meaning of the definition given in the annex to the directive, which is intended to come into contact with or comes into contact with foodstuffs, and which is one of the following:
This directive does not include synthetic sheaths made from regenerated cellulose.
The regenerated cellulose films referred to in this directive must fall into one of the following types:
The regenerated cellulose films referred to in the relevant articles of this directive must be produced using only the substances or groups of substances listed in Annex II, subject to the restrictions set forth herein. As an exception, substances other than those listed in Annex II may be used, provided that there are no signs of migration into or on the foodstuffs when these substances are used as coloring agents (dyes and pigments) or adhesives.
Regenerated cellulose is a class of materials produced by converting natural cellulose to a soluble cellulosic derivative followed by regeneration which typically forms a fiber (e.g. rayon) or a film (e.g. cellophane). Rayon is a general term for any regenerated cellulose fiber, including viscose, modal, and lyocell. The most common type of rayon is viscose rayon. Rayon forms a significant portion of plastic microparticles found in the marine environment. Objects made of rayon can break down quickly.
They are called regenerated cellulosic fibers because of the combination of the natural raw cellulosic material and the chemical manufacturing process so that the cellulose can be broken down and regenerated into a fiber from the original pulp.
