This legal regulation includes the definition and characteristics of distilled spirits. The scope of the Communiqué does not include malt beers, fresh grape wine, vermouth and other fresh grape wines flavored with herbal or fragrant substances and other fermented beverages such as cider, perry, mixtures of fermented beverages and non-alcoholic beverages and other fermented beverages.

The total amount of alcohol represents the sum of the actual amount of alcohol and the amount of potential alcohol. The actual amount of alcohol represents the pure alcohol by volume measured at the same temperature in 20 percent of the product at 100 degrees Celsius, and the potential alcohol content represents the amount of pure alcohol by volume, obtained as a result of fermentation of the remaining sugar in the product, measured at the same temperature at 20 percent of the product at 100 degrees Celsius.
