UN ECE R14 tests cover a series of tests carried out in accordance with the regulation on the fastening of seat belts for adult passengers sitting in the forward or rear facing seats in M and N category vehicles.

UN ECE R14 tests are also valid for Isofix anchor systems and Isofix top tether anchors for Isofix child restraint systems fitted to M 1 and N 1 category vehicles equipped with Isofix anchor systems.
ECE regulations define cross-border technical regulations for establishing approval or uniform approval procedures for motor vehicles and motor vehicle parts. Automated commercial vehicles are already fully eligible for approval only through appropriate individual measures in the country in which they will be used. What is missing is a set of rules at the international ECE level.
Regulation No. 14 of the United Nations Economic Commission for Europe (UN/ECE) — Covers the uniform provisions regarding the approval of vehicles for seat belt anchors, Isofix anchor systems and Isofix top tether anchors, and the tests applied accordingly.
According to UN ECE R14 regulation 'Approval of a vehicle' means approval of a type of vehicle equipped with anchors for certain types of seat belts. A vehicle type approval application for belt anchors, Isofix anchor systems and, if applicable, Isofix top tether anchors is made by the vehicle manufacturer or its duly accredited representative.
General tests for seat belt fastenings can be performed either on a vehicle structure or on a completely finished vehicle. The seats must be fitted and placed in the driving or operating position chosen by the technical service responsible for carrying out the approval tests, giving the most adverse conditions regarding the power of the system.
The location of the seats will be indicated in the report. The backrest should be locked in a position corresponding to an effective backrest angle as close as possible to 25° as specified by the manufacturer, if its inclination is adjustable. This angle is up to 1° for vehicles of categories M 1 and N 15 and all other categories.
The method used to secure the vehicle during the test shall not be such as to strengthen the seat belt fasteners or Isofix anchors and their attachment area or reduce normal deformation of the structure.
All belt fastenings of the same seat group will be tested at the same time. However, if there is a risk that unsymmetrical loading of seats and/or anchors may cause malfunctions, an additional test with unsymmetrical loading may be carried out.
For tests to be considered successful, test results must meet regulatory requirements.
