The purpose of the UN ECE R89 Regulation is to limit the road speed of vehicles through a vehicle system or engine management whose primary function is to control the fuel supply to the engine.

ECE regulations define cross-border technical regulations for establishing approval or uniform approval procedures for motor vehicles and motor vehicle parts. Automated commercial vehicles are already fully eligible for approval only through appropriate individual measures in the country in which they will be used. What is missing is a set of rules at the international ECE level.
Regulation 89 of the United Nations Economic Commission for Europe (UN/ECE) — Covers the uniform provisions and associated tests for approval for the evaluation of adjustable speed limiter equipment.
According to the regulation, 'Limiting speed V' means the maximum speed of the vehicle such that its design or equipment does not allow a reaction after a positive action on the accelerator pedal. The speed limitation must be in accordance with the provisions of this regulation, despite the vibrations to which the vehicle may be exposed in normal use. In particular, the vehicle's SLD must be designed, constructed and installed to withstand the corrosion, aging and tempering to which it may be subjected.
During testing, the settings of the test vehicle's engine, particularly the fuel supply (carburetor or injection system), must conform to the vehicle manufacturer's specifications. Tires must be seated and pressure must be as specified by the manufacturer for the vehicle. The vehicle mass shall be the unladen mass declared by the manufacturer.
The test surface should be suitable to maintain a stabilized speed and should be free of uneven patches. Gradients should not exceed 2% and should not change more than 1% excluding camber effects. The test surface must be free from standing water, snow or ice.
The average weather conditions to be adjusted during the test will be the average wind speed measured at a height of at least 1 m above the ground, the breeze will be less than 10 m/sec not exceeding 6 m/s.
For tests to be considered successful, test results must meet regulatory requirements.
