UN ECE R39 tests cover a series of tests carried out in accordance with the relevant regulation for the evaluation of speedometer equipment of L, M and N category vehicles.

ECE regulations define cross-border technical regulations for establishing approval or uniform approval procedures for motor vehicles and motor vehicle parts. Automated commercial vehicles are already fully eligible for approval only through appropriate individual measures in the country in which they will be used. What is missing is a set of rules at the international ECE level.
Regulation 39 of the United Nations Economic Commission for Europe (UN/ECE) — Covers the uniform provisions regarding the approval of vehicles and the tests applied accordingly with regard to speedometer equipment, including its assembly.
'Speedometer' means the piece of speedometer equipment that shows the driver the speed of his vehicle at any given moment. 'Tolerances of the speedometer measuring mechanism' means the accuracy of the speedometer instrument itself, expressed as the upper and lower speed indicator limits for a range of speed inputs. 'Technical constant of speedometer' shall mean the relationship between the input revolutions or pulses per minute and a specified displayed speed.
The display of the speedometer must be in the direct field of view of the driver and must be clearly legible both day and night. The displayed speed range must be wide enough to include the maximum speed of such a vehicle as specified by the manufacturer.
In the case of speedometers for vehicles in categories M, N and L3, L 4 and L5, the rating will be 1 , 2, 5 or 10 km/h. When the highest value on the display does not exceed 200 km/h, the speed values will be displayed in intervals not exceeding 20 km/h. When the maximum value on the display exceeds 200 km/h, the speed values will be displayed in intervals not exceeding 30 km/h. Specified ranges of numerical speed values need not be uniform.
For tests to be considered successful, test results must meet regulatory requirements.
