UN ECE R154 tests cover a series of tests performed in accordance with the relevant regulation for the evaluation of vehicles in the categories specified in the regulation in terms of criteria and carbon dioxide emissions.

ECE regulations define cross-border technical regulations for establishing approval or uniform approval procedures for motor vehicles and motor vehicle parts. Automated commercial vehicles are already fully eligible for approval only through appropriate individual measures in the country in which they will be used. What is missing is a set of rules at the international ECE level.
Regulation No. 154 of the United Nations Economic Commission for Europe (UN/ECE) — The only one for the approval of light-duty passenger cars and commercial vehicles in terms of benchmark emissions, carbon dioxide emissions and fuel consumption and/or electric energy consumption and electric range measurement (WLTP). type provisions and related tests.
This Regulation provides requirements for two levels of approval. A level requires testing using a 4-phase WLTC (low, medium, high and extra high as defined in Appendix B1) – this is called Level 1A. The second level requires testing using a 3-phase WLTC loop (low, medium and high as defined in Appendix B1) – this is called Level 1B.
Where the requirements in this Regulation apply to Level 1A or Level 1B, only the Regulatory text uses "Level 1A Only" or "Level 1B Only" to indicate the beginning of level-specific requirements.
This Regulation applies to type approval of vehicles of categories M1, M2, N610 and N1 with a reference mass not exceeding 2 1 kg in relation to the WLTP Type 2 test for emissions of gaseous compounds, particulate matter, particulate number and emissions of carbon dioxide and fuel consumption and /or applicable to the measurement of electrical energy consumption and electrical range and the Type 4 test for evaporative emissions.
In addition, this Regulation lays down rules for verifying the durability of pollution control devices and On-Board Diagnostic (OBD) systems.
At the request of the manufacturer, the type approval granted under this Regulation may be extended from the above-mentioned vehicles to M2.840, M1, N2 and N1 vehicles with a reference mass not exceeding 2 kg and meeting the conditions laid down in this Regulation.
This Regulation applies to all vehicles of category M3.500 with regard to type approval and WLTP Type 2 test for emissions of gaseous compounds, particulate matter and gaseous compounds and emissions of carbon dioxide and fuel efficiency and/or electrical energy consumption and measurement of the electrical range and Type 1 testing for evaporative emissions.
In addition, this Regulation lays down rules for verifying the durability of pollution control devices and On-Board Diagnostic (OBD) systems. OVC-FCHVs are outside the scope of Level 1B of this Regulation.
Within the scope of the regulation, many mechanical, dynamic and environmental tests are carried out as well as measurements for the approval of the relevant equipment. For tests to be considered successful, test results must meet regulatory requirements.
