UN ECE R45 tests cover a series of tests carried out in accordance with the relevant regulation for the evaluation of vehicles in the categories specified in the regulation in terms of headlight cleaner equipment.

ECE regulations define cross-border technical regulations for establishing approval or uniform approval procedures for motor vehicles and motor vehicle parts. Automated commercial vehicles are already fully eligible for approval only through appropriate individual measures in the country in which they will be used. What is missing is a set of rules at the international ECE level.
Regulation No. 45 of the United Nations Economic Commission for Europe (UN/ECE) — It covers uniform provisions regarding the approval of headlight cleaning equipment and vehicles with headlight cleaner equipment and the tests applied accordingly.
This Regulation applies to the approval of headlight cleaners and the approval of a vehicle type for headlight cleaners. In this case, it is possible, at the manufacturer's choice, to install a headlight cleaner that has been previously approved as a component, but this prior approval is not mandatory.
Headlight cleaner means a complete device with the function of cleaning all or part of the light-emitting surface of a headlight or an AFS system. The headlight cleaner must be designed and manufactured to clean those parts of the light-emitting surface of the headlights that generate the main low beam and optionally the high beam.
Within the scope of the regulation, many mechanical, dynamic and environmental tests are carried out as well as measurements for the approval of the relevant equipment. For tests to be considered successful, test results must meet regulatory requirements.
