The European standard “ EN 13859 Flexible sheets for waterproofing - Definitions and specifications of substrates” consists of the following sub-sections published under the same title:

For product characteristics, the arithmetic mean value calculated from a series of test results must fall within the declared tolerance for the characteristic. Unless otherwise specified in this standard, 95 percent of individual results must fall within the declared tolerance. When testing is performed for purposes other than initial type testing or factory production control, testing to determine the product characteristics specified in this standard must begin within one month of delivery from the manufacturer.
Dimensions, accuracy, and mass per unit area must conform to the values declared by the manufacturer in accordance with this standard. Tolerances are included in the table provided in the standard.
Samples for testing are taken in accordance with EN 13416. The length, width, flatness, and mass per unit area of the substrates must be determined in accordance with EN 1848-1 and EN 1849-1 standards for bituminous sheets, and EN 1848-2 and EN 1849-2 standards for all other sheets.
When necessary to determine reaction to fire, the product must be tested and classified in accordance with EN 13501-1. When tested in accordance with EN ISO 11925-2, products must be tested under surface flame exposure conditions.
Resistance to water penetration Class W1 is determined in accordance with EN 1928 standard Method A with some modifications. Resistance to water permeation Class W2 is determined in accordance with EN 13111 standard using three test samples.
Water vapor transmission properties shall be determined in accordance with EN 1931 using five test samples. Water vapor transmission properties shall be determined in accordance with EN ISO 12572 using set C conditions and five test samples.
The tensile properties of foldable products must be tested in accordance with EN 12311-1. Collapsible products must be tested in accordance with EN 12311-1 without these changes.

Dimensional stability is tested in accordance with EN 1107-1 for bituminous sheets and EN 1107-2 for all other materials. Low-temperature flexibility should be tested in accordance with EN 1109. Resistance to artificial aging should be determined in accordance with the Annex C of this standard. Thermal radiation efficiency should be tested in accordance with EN 15976.
