The European standard “EN 13163 Thermal insulation products for buildings - Factory-manufactured expanded polystyrene (EPS) products - Specification” describes the requirements for factory-manufactured expanded polystyrene products, with or without rigid or flexible coatings, used in the thermal insulation of buildings. The products are manufactured in the form of sheets, coils, or other pre-shaped materials (flat, conical, tongue and groove, ship-mounted, profiled). Products covered by this standard are also used in sound insulation and prefabricated thermal insulation systems, as well as composite panels; however, the performance of systems containing these products is not covered by this standard.

This standard describes product characteristics and includes procedures for testing, conformity assessment, marking, and labeling. This standard does not specify a class or level of a particular characteristic that a product must achieve to demonstrate suitability for a specific application. Classes and levels required for a specific application may be found in regulations or in non-conflicting standards. Products with a declared thermal resistance less than 0,25 m²⋅K/W or a declared thermal conductivity greater than 0,060 W/(m⋅K) at 10 degrees are outside the scope of this standard.
This standard does not cover in-situ insulation products (under EN 16025-1 and EN 16025-2 standards), products designed for insulation of building equipment and industrial facilities (under EN 14309 standard), products designed for use in civil engineering applications (under EN 14933 standard), and products designed for use in beam and block systems in floors (under EN 15037-4 standard).
In the pursuit of energy-efficient and sustainable buildings, thermal insulation plays a crucial role. As global regulations on energy consumption and carbon emissions tighten, standards like EN 13163 have become indispensable for ensuring high-quality insulation materials. EN 13163 is a European standard that sets benchmarks for expanded polystyrene-based insulation. This standard supports the European Construction Products Regulation (CPR) by ensuring that expanded polystyrene products meet stringent performance criteria, promoting safer and more environmentally friendly construction practices. It reflects advancements in materials science and environmental issues.
Expanded polystyrene (EPS) is a lightweight and rigid foam made from polystyrene beads that expand when heated with steam, forming a closed-cell structure filled with air. This provides exceptional thermal insulation, typically with densities ranging from 10 to 40 kg/m³, offering up to 50 times better insulation than traditional materials like wood or concrete.
Expanded polystyrene is versatile; it is not biodegradable but is recyclable and cost-effective, making it ideal for construction. However, without standardized specifications, variations in quality can compromise building safety and efficiency. The EN 13163 standard is one such standard that harmonizes these products across Europe.
The EN 13163 standard mandates comprehensive performance criteria assessed through standardized testing. Products must declare values for 13 key characteristics and set limits for others, enabling informed selection by architects and builders.
Its basic features are as follows:
Additional requirements include fire behavior, biological resistance, and hazardous substance release. Factory production control systems, along with third-party certification, are mandatory for CE marking.
Products are classified according to their compressive strength (e.g., EPS 100, EPS 200), and the labels include manufacturer information, declared values, and usage instructions.
Expanded polystyrene (EPS) conforming to the EN 13163 standard is widely used in energy-efficient buildings. Its main areas of application are:
In addition to its thermal functions, expanded polystyrene also contributes to prefabricated panels and sustainable renovations. It helps achieve passive house standards in cold climates and combats urban heat islands in hot regions. Case studies, such as the insulation of EU public buildings under the Green Deal, highlight the role of expanded polystyrene in reducing energy bills by 20-40%.
